It could be that the report has not been updated. If there are no Mechanic's Liens on the vehicle then, the vehicle is clear to purchase. However this doesn't mean that a mechanic won't put on a lien an hour from now, tomorrow or the day after. It's best to contact Car Proof and confirm this.

If the Car Proof is current, I'd check this out very carefully with the dealer before going ahead, since there may be unrepaired damage to the car. If the previous owner hasn't been paid, that's likely, and there'd probably no way you could collect the payment.
